That only happens because there is no agreement to create Palestine to establish clearly where Israel ends and Palestine starts. Who opposes that? Hamas and neofascist settlers. They feed each other to make sure that there is no solution, so hamas can still aim for its goal of destroying Israel and the fascists in Israel can keep taking advantage of the legal limbo of undefined borders.
Hamas just needs to accept that they won't go to hell for accepting that Israel is not going anywhere and Israel just needs to return to its 1967 borders and recall all the illegal settlers, then they can move onto progressively returning full sovereignty to Palestine provided no more attacks are launched from there.
