@notjustbikes Greg mentioned that new houses have double pane windows. It is true but the windows are not airtight most of the time. Most of the windows are on rail (imagine a barn door airtightness). I figure that out when I bought a brand new house that I had to buy new windows without rail for soundproofing.
At the end, my window (the physical hole) had 2 double pane windows.

@notjustbikes for the 60cm to the road to build an house is not true anymore. Many still exists with 60cm to access to the road but it is illegal to rebuilt.
The nation wide law is 200cm.
